OpenAI Disrupts Large-Scale Scam Operation Leveraging ChatGPT
OpenAI has dismantled a network of ChatGPT accounts originating from Cambodia that were used to run sophisticated, large-scale scam operations, highlighting the growing misuse of AI for criminal activities.

OpenAI has announced the disruption of a significant, coordinated network of ChatGPT accounts that were being used to facilitate large-scale scam operations. The operation, believed to have originated from Cambodia's Preah Sihanouk province—a region frequently linked to online scam compounds and human trafficking—leveraged OpenAI's language models to automate and enhance various aspects of fraudulent schemes.
The threat actors employed ChatGPT extensively to create and manage fake online personas, generate persuasive scam messages, translate communications with targets across different languages, and produce promotional content for their fraudulent schemes. This allowed for a highly efficient and scalable operation that could run multiple scams concurrently, often blending elements from different types of fraud, including investment, romance, gambling, and law enforcement impersonation scams.
According to OpenAI, the network's activities involved a multi-stage approach to victim engagement, described as the "ping" (initial outreach), "zing" (generating emotional connection), and "sting" (extracting money). Scammers used ChatGPT to craft messages designed to build trust and urgency, promising guaranteed returns on "risk-free" investments, employing romantic language, and pressuring targets to act quickly before fake offers expired. Once victims were sufficiently engaged, they were instructed to send money for fabricated reasons such as unlocking rewards, paying activation fees, or settling non-existent fines.
The full financial impact of the operation remains unknown, but OpenAI noted that the scammers' own communications suggested interactions with hundreds of targets, with some victims reportedly losing thousands of dollars. The company stated it was unable to independently verify these individual loss claims but indicated the scale of the operation was substantial.
Beyond financial fraud, the investigation uncovered disturbing links between the scam network and human trafficking operations. Some accounts generated content that pointed towards forced criminality associated with organized crime groups in East Asia. These groups are known to recruit individuals with promises of legitimate employment, only to trap them in debt bondage and coercive working conditions. ChatGPT was also used for internal administrative tasks, including drafting recruitment materials, managing employee discipline, and documenting immigration status and working conditions for individuals involved in the operation.
The network's use of AI extended to creating social media advertisements for job recruitment, offering attractive packages including flights, accommodation, and visas. Internally, the models assisted in managing workers by documenting debts, salary deductions, fines, and loan repayments. Some internal communications also hinted at coercive practices, with references to detention, escape attempts, and concerns about criminal responsibility among those involved, consistent with patterns observed in human trafficking for labor exploitation.
This incident underscores the escalating threat of AI misuse by criminal organizations. While LLMs offer powerful tools for legitimate purposes, their accessibility and capabilities also present significant risks when exploited by malicious actors. The ability to automate communication, generate convincing fake personas, and scale operations rapidly makes AI a potent weapon in the arsenal of cybercriminals and human traffickers alike.
OpenAI stated that it has banned the network of accounts and is continuing to work with law enforcement and other stakeholders to combat such abuses. The company emphasized its commitment to developing and deploying AI safely and responsibly, while also acknowledging the ongoing challenges in preventing misuse.
