Houthi Rebels Explored AI for Advanced Weapons Development, Anthropic Reports
Anthropic has identified users in Houthi-controlled Yemen attempting to leverage its Claude AI model for advanced weapons development, including a failed test of a guided rocket.

Anthropic, the developer of the Claude AI chatbot, has revealed that users operating from Houthi-controlled territory in northern Yemen attempted to utilize its AI model for the development of advanced weaponry. While these efforts did not result in a functional device, the users reportedly conducted a failed test of a guided rocket, seeking further assistance from the AI to diagnose the issue.
This incident, detailed in Anthropic's latest report on global AI misuse, underscores growing concerns about the potential for artificial intelligence to be weaponized. The report, which covers findings from December 2025 to August 2026, highlights a range of malicious activities, from state-sponsored propaganda to the research of more lethal biological weapons.
The specific actors in Yemen, whose accounts Anthropic has since blocked, were reportedly pursuing at least three distinct weapons programs. These included the development of a multi-variant missile capable of hypersonic speeds and a warhead designed to use mobile phone hardware for mid-course maneuvering. The actors allegedly employed Claude Code, bypassing the need for human software engineers, to develop the necessary guidance, navigation, and control software.
Anthropic's findings suggest a sophisticated approach, with evidence indicating the users had constructed an offline simulation toolkit independent of any AI platform before their accounts were banned. This indicates a determined effort to move beyond theoretical exploration into practical application, albeit with limited success.
While a Houthi political bureau member, Hazam al-Assad, dismissed the claims as "unreasonable and illogical," asserting the group's self-sufficiency in military capabilities, experts offer a more nuanced perspective. Trevor Ball, a weapons analyst at Armament Research Services, suggests that while the Houthis might be exploring concepts like hypersonic missiles through AI, their actual production and technical capabilities are likely insufficient to build such advanced systems. He notes that even U.S. hypersonic missiles are still in testing phases.
However, Ball also points out that the Houthis already possess Iranian-made anti-ship missiles with advanced guidance systems. The pursuit of developing their own capabilities could be an effort to reduce reliance on Iranian arms shipments. Iran, which denies arming the Houthis in violation of UN embargoes, has itself claimed to possess hypersonic missiles.
The Houthis have significantly escalated their regional activities, launching numerous attacks on shipping routes in the Red Sea and targeting Saudi oil facilities. Their recent territorial gains in Yemen further highlight their evolving military capabilities and strategic ambitions. Adam Baron, a researcher at the New America think tank, emphasizes that the Houthis are not merely "barefoot tribal fighters" but are increasingly adept at leveraging technology, including AI and social media, alongside expertise transferred from Iran and its allies.
Anthropic has shared its findings with both private and public sector partners, signaling the broader implications of this development. The incident serves as a stark reminder of the dual-use nature of advanced AI technologies and the critical need for robust monitoring and mitigation strategies to prevent their exploitation for malicious purposes.
